Modifies Section 11 of the Transportation Economic Development Fund Act to specify how fund revenues are distributed after bond payments and administrative costs are covered

Allocates the first $5,000,000 annually to a forest roads program, distributed to qualified counties based on their proportion of commercial forest, national park, and national lakeshore acreage

Allocates the next $2,500,000 annually for road and street improvements in rural counties on federal aid-eligible routes within urban or urbanized areas

Distributes remaining balance as follows: 50% for economic development road projects in targeted industries, 25% for congestion reduction projects on county primary and city major streets in counties with populations over 400,000, and 25% for improvements to rural primary roads and major streets in rural areas with populations under 5,000
