Increases state school aid fund appropriation for fiscal year 2024-2025 from $17,643,551,300.00 to $17,646,801,300.00 and general fund appropriation from $78,830,600.00 to $380,330,600.00.

Allocates $303,000,000.00 from general fund (plus $25,000,000.00 from school aid fund) for student mental health and school safety programs, with requirement that 50% of funds be used for school safety purposes including school resource officers.

Creates School Safety and Mental Health Commission administered by Wayne RESA with $2,000,000.00 allocation for 2024-2025, consisting of 9 appointed members representing mental health, law enforcement, education, psychology, prosecution, and school administration expertise.

Increases robotics competition program grant funding from $4,723,200.00 to $5,973,200.00 from school aid fund for fiscal year 2024-2025, supporting FIRST Robotics, MATE, VEX, and other approved providers.

Establishes total estimated state spending on school aid for fiscal year 2024-2025 at $18,676,231,900.00 with $17,216,693,900.00 in state appropriations to local units of government; takes effect October 1, 2024.
