Adds new subsection (12) requiring the superintendent of public instruction to issue a subject area endorsement to individuals who pass the Michigan Test for Teacher Certification for that subject area.

Renumbers existing subsections (12) through (16) to become subsections (13) through (17) to accommodate the new endorsement requirement.

Replaces gender-specific pronouns ("he or she") with gender-neutral language ("the individual") in subsections (5) and (7) regarding out-of-state teaching certificate applicants.

Changes "based upon" to "based on" in subsection (9) describing criteria for developing teacher examinations.

Removes the word "then" from subsection (9) regarding department expenditure limits when developing examinations previously obtained through competitive bid.
