Creates the school consolidation and infrastructure fund as a separate account within the state school aid fund to improve student academic outcomes, increase efficiency, and create safe spaces in public education.

Allocates up to $5,000,000 for 2022-2023 in grants to districts and intermediate districts for feasibility studies or analyses of consolidation, with a maximum grant of $250,000 per applicant distributed on a first-come, first-serve basis.

Requires grant recipients to share feasibility study results with participating entities within 30 days and make results publicly available within 60 days.

Expands eligible consolidation areas to include administrative functions performed by superintendents and service functions such as food services, janitorial and maintenance services (new provisions added by this bill).

Requires intermediate districts receiving grants to meet with constituent districts to discuss results and implement feasible changes, with study of various consolidation opportunities in financial services, human resources, information technology, facility consolidation, and transportation.
