Authorizes issuance of up to $10 billion in general obligation bonds backed by the state's full faith and credit for environmental and public health protection programs.

Funds include water and sewer infrastructure repair and development, water and air quality protection, contaminated drinking water replacement, wastewater system repairs, contamination cleanup, sediment removal from lakes and rivers, lead abatement, and waterfront revitalization.

Requires submission of the bond proposal to voters at the next general election, with bonds only issued if approved by majority vote.

Bond proceeds must be deposited in the state treasury and expended solely for the authorized environmental and public health purposes, including issuance expenses.

Legislature must appropriate sufficient funds from the general fund each fiscal year to pay principal, interest, and costs for outstanding bonds, with amounts included in the governor's annual budget recommendations.
