Creates the local agency disaster relief board fund with up to $5,000,000 annual deposits and a $50,000,000 maximum balance to provide financial assistance for repairing or replacing local road infrastructure following state-level declared emergencies.

Establishes a local agency disaster relief board consisting of 7 members (3 from County Road Association of Michigan, 2 from Michigan Municipal League, 1 engineer appointed jointly, and 3 nonvoting members from state departments) with voting members serving 2-year terms.

Allocates $3,000,000 annually from the Michigan transportation fund's county road commission share and $2,000,000 from the cities and villages share to the disaster relief board fund.

Authorizes the board to fund restoration or replacement of public roads, bridges, and transportation infrastructure to pre-emergency condition or current standards, engineering design, land acquisition, inspection, and other eligible activities determined by board policy.

Requires the board to establish funding criteria and policies, review applications within 180 days, and report annually by October 1 to legislative transportation committees on funding applications received, approvals, amounts awarded, and purposes.
