Replaces mandatory language ("shall") with permissive language ("must") throughout Section 11 of the Transportation Economic Development Fund statute.

Adjusts the population threshold in the congestion reduction funding formula from 650,001 to 700,000 for the category distributing 20% of funds to counties between 700,000 and 999,999 residents.

Changes the upper population threshold from 650,000 to 699,999 for counties in the 400,000 to 699,999 range that receive 24% of congestion reduction funds.

Modifies language regarding rural county fund allocation so that "the commission shall allocate funds" rather than stating funds "shall be allocated by the commission" to regional rural task force areas.

Adds clarification that geographic distribution must be used as a grant selection criterion for projects described in Section 9(1)(b), and allows eligible cities or villages to apply for grants in consecutive fiscal years.
