Requires all state agencies to mandate grant recipients submit detailed spending plans that identify if funds will be provided to other entities and conduct annual audits of each grant recipient.

Expands public disclosure requirements to include the name of third-party recipients of state funds and annual audit results for grants provided after the effective date of this amendment.

Prohibits state agencies from awarding grants, loans, or economic assistance to entities that have not been established and operating for at least 2 years.

Prohibits state funding to entities without a physical office in Michigan or that have not provided services in the state within the 6 months preceding fund approval or disbursement.

Prohibits state funding to entities owned or operated by state employees, their immediate family members, or by members of state boards with direct or indirect responsibility for approving or auditing the grant being sought.
