Restructures definitions in the Michigan Strategic Fund Act by reformatting "economic development project" and "port facilities" into numbered subsections for clarity, and adds definitions for "UFLPA entity list" and "Uyghur forced labor prevention act."

Prohibits the Michigan Strategic Fund from providing grants, loans, or economic assistance to any person listed on the UFLPA entity list (the consolidated register of entities identified under the Uyghur Forced Labor Prevention Act, Public Law 117-78).

Requires all new or amended written agreements executed after the bill's effective date to include provisions that if a recipient is added to the UFLPA entity list, they must forfeit future payments and reimburse 100% of previous payments plus a 10% penalty, then the agreement terminates.

Mandates the fund amend all existing written agreements within 90 days of the bill's effective date to include the same UFLPA compliance provisions, with unamended agreements deemed void and unenforceable.

Modifies definitions of green chemistry principles (including renewable feedstocks and energy efficiency standards) and clarifies that projects do not include housing or programs under chapter 8A.
