Adds prescribed pediatric extended care centers to the definition of "health facility or agency" beginning October 1, 2026, requiring state licensure for facilities serving 3 or more children with medical complexities in nonresidential settings.

Establishes licensing fee of $500.00 per facility license for prescribed pediatric extended care centers under the existing health facility fee schedule.

Requires prescribed pediatric extended care centers to employ a board-certified pediatric physician as medical director and a registered professional nurse with pediatric experience as nursing director, plus appropriately trained nursing and direct care staff.

Mandates comprehensive care protocols including functional assessments, individualized program plans, preadmission planning, and written consent forms for admission of children with medical complexities.

Requires implementation of quality assurance programs, staff development training, staffing plans developed with employee input, and detailed patient record-keeping including treatment documentation and progress monitoring.
