Allows retirement allowance beneficiaries who are beneficiaries of special needs trusts established under 42 USC 1396p(d)(4)(A) or (C) to receive payments directly paid to the trust by the retirement system upon written direction by the retirant or, after death, by the beneficiary or legal representative.

Makes technical language changes throughout the statute, replacing "shall" with "must" or "will," "his or her" with "the member's" or "the retirant's," and "person" with "individual" for consistency with modern drafting standards.

Clarifies that the retirement system (rather than passive construction) determines the estimated Social Security primary insurance amount for members coordinating benefits.

Maintains all existing rules regarding retirement allowance payment options, beneficiary designations, and conditions for changing beneficiaries under the Public School Employees Retirement Act of 1979.
