HB 5995 Summary

• Eliminates all application evaluation fees for teacher certificates, licenses, endorsements, authorizations, permits, and approvals listed under MCL 380.1538(1), effective upon passage of the amendatory act.

• Removes fees for both initial applications and renewal or reinstatement applications across all credential types, including standard teaching certificates, professional teaching certificates, school administrator certificates, school counselor licenses, and substitute teacher permits.

• Requires the Department of Education to absorb the cost of these eliminated fees beginning on the effective date of the amendatory act.

• Modifies the teacher certification database system funding requirement in MCL 380.1531h to clarify that funding comes from fee increases in 2007 PA 144, not future fee increases.

• Changes terminology from "Provisional teaching certificate" to "Standard teaching certificate" in the fee schedule tables.
