Expands the definition of "shelter" for animals to require adequate protection from extreme weather elements at all times necessary to maintain good health, including consideration of fur or hair thickness and length.

Specifies that doghouse shelter must include a floor and dry bedding (straw or cedar shavings, not blankets or moisture-retaining materials) when outdoor temperatures drop below freezing.

Prohibits using crawl spaces, metal/plastic barrels, animal carriers, wire crates, vehicles without climate controls, cardboard shelters, or wire/chain-link floored structures as adequate dog shelter unless significantly modified.

Updates references to veterinary licensing from "article 15" to "part 188" of the public health code and changes "licensed veterinarian" definition from "a person" to "an individual."

Takes effect 90 days after enactment into law.
