Amends the Animal Welfare Fund Act to change the definition of "department" to clarify it means the Department of Agriculture and Rural Development.

Updates the definition of "qualified veterinarian" to replace "person" with "individual" as the term for someone licensed to practice veterinary medicine in Michigan under Part 188 of the Public Health Code.

Expands the reference to state animal anticruelty laws to include MCL 750.70a and updates the cross-reference from section 50(8) to section 50(12) of the Michigan Penal Code.

Takes effect 90 days after enactment into law, contingent upon passage of either Senate Bill No. ____ or House Bill No. 6015 of the 102nd Legislature.
