Grants concurrent jurisdiction to Michigan juvenile courts over proceedings involving juveniles under 18 years of age who commit violations of federal law on United States military installations in Michigan that were ceded to the United States under 1942 PA 3.

Requires that the United States must have waived exclusive jurisdiction before Michigan courts can exercise this concurrent jurisdiction.

Requires that the governor must have requested and received jurisdiction under 1987 PA 199 before Michigan courts can exercise this concurrent jurisdiction.

Limits concurrent jurisdiction to violations of federal law that are also crimes under Michigan state law.

Limits concurrent jurisdiction to situations where the court would have jurisdiction over the juvenile under existing provisions of the Probate Code, except for the location of the violation occurring on the military installation.
