Requires the Department of Natural Resources to give deference to landowners' rights over public access rights when reviewing permit applications under the Natural Resources and Environmental Protection Act.

Establishes permit exemption for soft erosion control structures (sandbags, sand-filled geotubes, or geotextile tubes made from biodegradable or synthetic materials) installed on shorelands of the Great Lakes and Lake St. Clair if property owner files written notice with the department beforehand.

Soft erosion control structures may remain in place as long as they do not impede walkability along the shoreline and are covered by sand or show no visible degradation.

Allows property owners with operational septic systems within 100 feet of the wave cut to install hard wall revetments without permits as replacements for soft erosion control structures.

Expands criminal penalties to include violations of the new soft erosion control structure provisions, with minor offenses subject to fines up to $500.00.
