Creates the "District Library Freedom to Read Act" establishing standards for selection and withdrawal of materials in district library collections.

Requires district libraries to adopt or amend policies within 90 days that include selection standards, withdrawal standards, and a process for requests to reconsider material inclusion in collections.

Prohibits requests for reconsideration based on author characteristics (religion, race, color, national origin, age, sex, sexual orientation, gender identity, etc.) or material subject matter involving these protected characteristics.

Allows district libraries to grant reconsideration requests only if material has been adjudicated obscene or unprotected by the First Amendment by a court of competent jurisdiction.

Authorizes the Attorney General, legal service area residents, or contracted service area residents to file civil actions seeking injunctions or mandamus to prevent unlawful material removal or compel return of improperly removed materials.
