Amends Michigan's public utilities law to allow electric utilities to trim trees from ground to sky and maintain vegetation up to 15 feet from electrical wires to reduce costs and ensure transmission or distribution line reliability.

Requires electric utilities to establish industry worker transition programs including skills upgrades, apprenticeships, voluntary separation packages, and job banks to assist displaced employees into comparable employment at equivalent wages and benefits.

Mandates that when utility divisions, generating stations, or business units are sold or transferred, the acquiring entity must hire existing nonsupervisory employees at no less than current wage rates and substantially equivalent fringe benefits for at least 30 months.

Requires the Public Service Commission to establish service quality and reliability standards for electric utilities covering outages, facility maintenance, billing, operational reliability, and worker safety, with annual reporting and corrective action mechanisms.

Makes minor grammatical changes throughout the statute, replacing "shall" with "must" and updating other archaic language to current legislative drafting standards.
