Amends the Clean and Renewable Energy and Energy Waste Reduction Act (2008 PA 295) by expanding the definition of "clean energy system" in MCL 460.1003.

Adds a new category for reciprocating internal combustion engines placed in service before the effective date of this amendment to facilitate retirement of coal-fired generation in the Upper Peninsula, with applicability ending after the Midcontinent Independent System Operator planning year ending in 2050.

Clarifies that carbon dioxide used for enhanced oil recovery is not considered permanent storage under the carbon capture and storage requirements for natural gas facilities.

Changes effective date references from "the effective date of the amendatory act" to the specific date of February 27, 2024 for natural gas facilities with carbon capture requirements and combined cycle power plants with power purchase agreements.

Allows the Michigan Public Service Commission to adopt additional rules defining clean energy systems consistent with the purposes of the statute.
