Adds definitions for "broadband developer," "broadband service," and "broadband service project" to the prevailing wage law, defining broadband service as transmission capacity exceeding 200 kilobits per second in at least one direction.

Excludes broadband service projects that receive federal Broadband Equity, Access, and Deployment program funding from prevailing wage requirements, except for maintenance, upgrade, and upkeep activities.

Expands the definition of "state project" to include broadband service projects, making them subject to prevailing wage requirements.

Adds broadband service projects to the definition of work performed by private contracting agents, requiring prevailing wages when contractors directly employ labor on these projects.

Reorganizes existing definitions in MCL 408.1101 by renumbering them from letters (a)-(n) to letters (a)-(q) to accommodate new broadband-related provisions.
