Modifies the Renew Michigan Fund to add a sunset date of the 2024-2025 fiscal year for the current spending allocation formula (65% environmental cleanup, 13% waste management, 22% recycling)

Creates a new spending allocation effective from the 2025-2026 fiscal year onwards: 55% brownfield development and environmental cleanup, 7% waste management, 25% recycling, and 13% for host community grants to cities and townships with landfills and coal ash impoundments

Updates references to the Department of Environmental Quality to the Department of Environment, Great Lakes, and Energy throughout the statute

Makes technical language revisions changing "shall" to "remains" and "does" for grammatical consistency

Requires annual reporting by December 31 to senate and house appropriations committees detailing fund revenue, expenditures, and balances from the prior fiscal year
