Requires bulk soil, prepackaged soil, and potting soil sold or offered for sale in Michigan to contain at least 5% compost derived from class 1 compostable material, effective January 1, 2027.

Mandates that all soil products sold in the state display a label in 12-point bold type stating the percentage of class 1 compostable material contained in the product and all information required under section 11563(1).

Allows product receipts or delivery receipts to substitute for labels if labeling is not feasible, provided they contain the same disclosure information in 12-point bold type.

Defines bulk soil as soil products sold by cubic yard in bulk quantities, prepackaged soil as packaged products sold in 1 cubic yard or less, and potting soil as substrate products for horticultural or agricultural purposes that may contain peat moss, coir, perlite, vermiculite, and other components.
