Authorizes issuance of general obligation bonds not to exceed $2,000,000,000 to finance environmental and natural resources protection programs including cleanup of contaminated sites, water quality improvement, pollution prevention, lead abatement, waterfront revitalization, and contaminated sediment cleanup.

Requires submission of the bond question to voters at the next general election, with bonds only issued upon majority approval by qualified registered electors.

Creates the Clean Michigan 2 Initiative Bond Fund in the state treasury to receive bond proceeds, premiums, accrued interest, and earned interest, with funds disbursed only for authorized environmental purposes and bond issuance expenses.

Mandates the legislature appropriate sufficient funds annually from the general fund to pay principal, interest, and related costs on outstanding bonds, with the governor including these appropriations in annual budget recommendations.

Takes effect only upon enactment of Senate Bill No. ____ or House Bill No. 6071 (tied legislation).
