Establishes the Clean Michigan 2 Initiative Implementation program (Part 198) creating a bond fund for environmental and water infrastructure projects authorized by the Clean Michigan 2 initiative act.

Allocates bond proceeds into seven categories: $410 million for cleanup and brownfield redevelopment; $1 billion for water infrastructure; $25 million for contaminated lake and river sediments; $200 million for nonpoint source pollution prevention; $25 million for water quality monitoring; $40 million for pollution prevention programs; and $300 million for lead hazard abatement.

Establishes a grant and revolving loan program allowing local units of government to receive up to $25 million per grant and $50 million per loan annually for brownfield projects, with loans carrying interest rates at 50% of prime and 5-15 year repayment terms.

Requires the State Administrative Board to issue bonds according to specified procedures, with annual reporting to the legislature on project expenditures, beneficiaries, and accomplishments by February 15 of each year.

Prohibits grant funding for gaming facilities, stadiums, or professional sports arenas, and requires the Auditor General to conduct biennial performance audits of programs funded under this initiative.
