Adds refrigeration systems (machines less than 10 cubic feet that cool beverages) to the definition of barware that manufacturers and vendors of spirits may provide to retailers for brand promotion purposes.

Establishes that refrigeration systems are considered barware and must comply with existing barware rules, including the $200 per item value limit, display-only use, and return requirements after promotional events.

Permits spirits manufacturers, outstate sellers, and vendors to provide brand logoed refrigeration systems to on-premises and off-premises retailers under the same regulations governing other brand logoed merchandise displays.

Clarifies that the commission's authority to add or remove barware items by rule (limited to one item per rule) does not allow addition of draft systems or furniture, but does allow refrigeration systems.

Defines "refrigeration system" as a machine less than 10 cubic feet that cools beverages for purposes of this section.
