Eliminates the ability of political subdivisions to withdraw from public transportation authorities in counties with a population of 1,100,000 or more after the county's existing public transportation millage expires.

Requires all political subdivisions within counties of 1,100,000 or more population to become members of that county's public transit authority after the existing millage expires, regardless of prior membership status.

Maintains withdrawal rights for political subdivisions in counties with populations below 1,100,000 through existing procedures including voter approval or legislative action.

Retains the 5-mill maximum property tax rate and voter approval requirements for public transportation authorities to levy taxes.

Removes restrictions on financial obligations exceeding 5 years, allowing political subdivisions to obligate themselves financially without voter approval for periods longer than 5 years beginning on the effective date.
