Changes protest petition signature requirement from "1 or more" to "1 or both" of two categories of property owners for standard zoning amendments.

Increases the distance for calculating affected neighboring property owners from 100 feet to 200 feet from the boundary of the proposed zoning change.

Creates a higher threshold for amendments that increase development intensity, requiring signatures from owners and tenants of at least 50% (rather than 20%) of affected land areas.

Maintains the 2/3 vote requirement for legislative approval when a protest petition is submitted, unless a larger vote (up to 3/4) is required by ordinance or charter.

Excludes publicly owned land from calculations when determining if protest petition signature thresholds are met.
