Requires the Michigan Department of Transportation to adopt a policy promoting and encouraging recycling of materials removed from state trunk line highways during repair, reconstruction, and maintenance projects.

Mandates recycled materials receive first consideration in materials selection when engineering, environmental, and economic factors support their use.

Prohibits specifications from requiring or prohibiting recycled materials without an engineering basis, but allows rejection of recycled materials if they would adversely affect highway performance, safety, or environmental impact.

Authorizes the department to conduct research, field trials, and demonstration projects focused on recycling materials from the state trunk line highway system.

Allows the department to promulgate rules implementing this section under the Michigan Administrative Procedures Act of 1969.
