Requires each law enforcement agency to adopt a use of force policy within 6 months of the act's effective date.

Policy must require officers to use only physical force that is objectively reasonable and establish standards for verbal warnings, deadly force, de-escalation techniques, and alternatives to physical force.

Defines deadly force as any force a reasonable officer would consider likely to create substantial risk of death or serious bodily harm, and classifies any force restricting airflow to the throat as deadly force.

Requires agencies to continuously review and update policies to comply with the act and case law precedent, and make policies publicly available on their website or at their physical location.

Permits agencies to adopt policies exceeding the act's minimum requirements.
