Creates the "Reporting of Law Enforcement Officer Misconduct Privacy Act" to protect the confidentiality of individuals who file complaints against law enforcement officers.

Prohibits disclosure of a complainant's identity in misconduct complaints unless the complainant requests otherwise or an exception applies.

Allows disclosure of complainant identity in limited circumstances: by complainant request, court order, criminal proceedings, arbitration or administrative hearings, to designated agency investigators, or for internal investigations.

Defines "misconduct" as a law enforcement officer's duty performance that is unauthorized, unlawful, negligent, reckless, or injurious.

Establishes a civil infraction with fines up to $500 for violations of the act.
