Replaces "shall" and "pursuant to" with "must" and "under" throughout sections 5506 and 5523 of the Natural Resources and Environmental Protection Act for updated statutory language.

Adds a new definition of "emergency" in section 5506(17)(a) as a situation arising from sudden, unforeseeable events beyond a source's control (acts of God, war, strike, catastrophe) that requires immediate corrective action and causes emissions to exceed technology-based limits, explicitly excluding noncompliance from improper design, lack of maintenance, careless operation, or operator error.

Makes technical corrections to references to the Clean Air Act, changing citations from chapter and statute formats to the more standard 42 USC format (e.g., "42 USC 7661a" instead of "chapter 360, 104 Stat. 2641, 42 U.S.C. 7661a").

Repeals section 5527 of the Natural Resources and Environmental Protection Act (MCL 324.5527).
