Defines "military facility" to include state or federal military installations, bases, posts, camps, and facilities under control of the Department of Military and Veterans Affairs or U.S. Department of Defense.

Specifies that the department shall not use the number of annual visitors to a military facility as a criterion when deciding whether to grant a directional sign permit.

Makes technical changes by replacing "shall" with "must" throughout the statute for consistency.
