Expands director authority to seize food that is "otherwise distributed to the public" in addition to food sold, held for sale, or exposed for sale in violation of food law.

Grants director access to farm growing, harvesting, and crop storage areas covered under federal regulations (21 CFR 112) for food safety evaluations.

Permits director to examine food establishment records including food safety plans, customer complaints, sample results, and standard operating procedures; protects food safety plan records from public disclosure under the Freedom of Information Act.

Authorizes department to enter agreements with state agencies, other states, federal government, colleges, universities, and associations for food safety assistance and personnel training.

Requires mobile food establishments to notify local health departments of route changes and service locations within 24 hours to 4 business days before service, with exemption available if moving within same jurisdiction and maintaining deviation records during license renewal.
