Modifies the definition of "cottage food product" to exclude foods regulated under 21 CFR parts 108, 113, and 114, and restructures exclusions to specify canned low-acid fruits, acidified vegetables, meat and poultry products, milk products, bottled water and beverages, and home-produced ice products.

Increases annual gross sales limit for cottage food operations from $25,000 to $45,000, with an additional $75,000 annual limit for products priced at $250 or more per unit.

Permits cottage food products to be sold by internet or mail order if the cottage food operation directly interacts with the customer during the first sales transaction and provides opportunity for direct interaction on subsequent transactions.

Allows cottage food operations to optionally register with the MSU Product Center for a one-time fee of up to $50, with registration records available to the department upon request and registration information exempt from freedom of information act disclosure.

Implements an annual inflation adjustment mechanism beginning October 1, 2025, allowing the department to adjust gross sales limits based on the Detroit Consumer Price Index using a 3-year average calculation.
