Removes the term "special transitory food unit" and replaces it with "transitory food unit" throughout the Food Law, while requiring transitory food unit license holders to provide menus and notification of intent to operate to local health departments.

Consolidates two separate food safety education funds (consumer and industry) into a single "consumer and industry food safety education fund" by abolishing the industry fund and redirecting its balance to the combined fund.

Eliminates time-limited fee structures for food establishment licenses (previously scheduled to increase through 2017) and establishes fixed annual fees ranging from $70.00 for temporary food establishments to $468.00 for food processors and extended retail establishments.

Extends the period local health departments may charge food service program fees from 12 months to 24 months after ceasing their program, and removes aggregate annual fine limits for administrative violations.

Adds comprehensive shell egg labeling and transportation requirements related to animal confinement standards under the animal industry act, including compliance documentation, shipping statements, and restrictions on misrepresenting eggs as compliant with cage-free requirements.
