Eliminates the reference to the publicly funded health insurance contribution act in the definition of "medical benefit plan" and replaces it with a detailed statutory definition covering plans established by carriers, voluntary employees' beneficiary associations, or public employers that provide hospital, physician, prescription drug, and related medical benefits.

Clarifies that the new definition of "medical benefit plan" excludes benefits provided to retired individuals and employer contributions to funds used solely for retiree health care benefits.

Applies to cities with a population exceeding 600,000 or that have discharged $1,000,000,000 in pension liabilities through bankruptcy, governing their defined benefit plans, retirement benefits for employees hired after July 1, 2023, and retirement health care insurance benefits.

Takes effect only if Senate Bill No. ____ or House Bill No. 6136 is enacted into law.
