Permits digital asset mining businesses in industrially-zoned areas without restrictions exceeding those applied to data centers in the same zoning district.

Protects the right to operate blockchain nodes and transfers digital assets without government interference, and provides liability exemption for those validating transactions.

Prohibits governmental entities from accepting or requiring central bank digital currency as legal payment and bars administrative branches from advocating for federal CBDC adoption; allows private parties to pursue civil action for violations and recover treble damages.
