Adds new subsection (E) to dependency jurisdiction allowing courts to intervene when a juvenile lacks proper support, care, or services due to special medical, mental health, educational, or social needs, provided parents have sought state and local assistance and resources but remain unable to meet the needs.

Changes gender-specific pronouns throughout the statute from "his or her" to gender-neutral language such as "the juvenile's" for consistency and clarity.

Corrects grammatical errors including changing "occurs" to "occur" in subsection (b)(3) and updating article usage from "the" to "this" in references to state law.

Removes expired subsection (i) regarding court authority to issue orders in juvenile care and supervision proceedings, which was set to expire May 1, 2018.

Takes effect 90 days after enactment into law.
