Requires replacement candidates for county commissioner to be residents and registered electors of the specific county commissioner district where the vacancy occurs.

Clarifies that county commissioners nominated as candidates may only withdraw if they move from the county or their district, or become physically unfit.

Updates gender-neutral language throughout the statute (changing "he or she" to "the candidate" and "shall" to "must").
