Department of Environment, Great Lakes, and Energy shall develop a statewide microplastics research and monitoring plan by July 1, 2026, addressing scale, health risks, impacts on Great Lakes and drinking water, and proposed solutions.

Department may contract with Michigan research institutions including Grand Valley State University, Michigan State University, University of Michigan, and Wayne State University to contribute to plan development.

Plan must include sampling and detection methods consistent with recognized standards from International Joint Commission, EPA, NOAA, or ASTM International; baseline microplastics concentrations; risk assessment framework; and research on reduction approaches.

Plan shall include recommendations for policy and statutory changes, near-term control solutions (source elimination, pathway intervention, public education), implementation timeline, and identification of barriers with estimated costs and funding sources.

Department shall submit implementation report to legislature by January 30, 2029, and adopt and implement the plan by July 1, 2028, to the extent funds are available from bonds and federal sources.
