Requires pet shops, animal control shelters, animal protection shelters, small-scale dog breeding kennels, and large-scale dog breeding kennels to obtain licenses from the department of agriculture beginning January 1, 2027, with a $500 license fee for pet shops and shelters, $500 for small-scale kennels, and $1,000 for large-scale kennels.

Mandates department inspections of all licensed facilities to ensure compliance with state law and promulgated rules; applicants who fail inspections must be reinspected within 30 days, and those failing 4 inspections must wait 6 months before reapplying.

Establishes vaccination and health certificate requirements for dogs and cats imported or sold by pet shops, shelters, and kennels, including distemper, parvovirus, rabies, and leptospirosis vaccines, with valid pet health certificates valid for 30 days.

Limits foster facilities to housing no more than 8 adult dogs or cats at a time, with exemptions available upon request for private homes demonstrating adequate provisions and safeguards.

Authorizes the department to suspend or revoke licenses and impose administrative fines up to $1,000 per violation; requires all fees and fines be deposited into the agriculture licensing and inspection fees fund.
