Exempts resident motor vehicles displaying verification of honorably discharged veteran or actively serving military member status from recreation passport fee requirements for state-operated public boating access sites.

Requires the Department of Military and Veterans Affairs to verify veteran or active military status upon resident request and issue a hangtag, sticker, or form agreed upon by the Department of Natural Resources.

Adds free fishing day exemptions to state-operated public boating access site entry requirements by removing reference to "state-operated public boating access site" from the state park exemption and creating a separate exemption for boating access sites.
