Creates a low-income water residential affordability program task force within 30 days of the bill's effective date, to be appointed by the department director.

Task force membership shall include representatives from water providers of varying sizes (under 3,300 people served, 3,300-10,000 people served, and over 10,000 people served), consumer advocacy groups, community action agencies, municipal governments, and environmental groups.

Task force shall develop guidance for the affordability program within 9 months (to be implemented within 18 months), create educational outreach materials, identify additional funding sources, and recommend potential changes to water usage limits.

Department shall collaborate with the Department of Treasury to distribute funding to providers to cover the difference between actual customer bills and discounted amounts under the affordability program, plus funds for plumbing and necessary repairs.

Bill is contingent on the enactment of Senate Bills 549, 550, and 551 of the 102nd Legislature.
