Increases vessel registration fees effective January 1, 2025 through December 31, 2027, with fees ranging from $6.50 for nonmotorized canoes/kayaks to $582.40 for motorboats 50+ feet in length.

Establishes tiered fee schedules for three additional periods: January 1, 2028-December 31, 2030; January 1, 2031-December 31, 2033; and January 1, 2034 onward, with fees increasing in each successive period.

Removes standalone category for pontoon vessels and instead includes them in motorboat size categories for fee purposes.

Adds provision requiring state treasurer to adjust fee amounts every 3 years beginning January 1, 2037 based on cumulative Consumer Price Index changes since October 1, 2025.

Makes minor technical changes to statutory language, including replacing "shall" with "must" and updating references to subsection numbers to reflect new fee schedule provisions.
