Requires the Department of Education to develop or adopt a model program of instruction in cyberbullying and harassment prevention for each grade level that is age-appropriate.

Makes the model program available to schools for implementation in their curricula.

Strongly encourages school district boards and public school academy boards to incorporate the cyberbullying and harassment prevention program into curriculum at all grade levels.

Defines "cyberbullying and harassment" as using electronic communication devices (cell phones, computers, tablets) to bully individuals through intimidating or threatening messages.
