Prohibits legislators from introducing or offering appropriation shell bills (bills with nominal appropriations intended to be amended later with actual legislative proposals)

Prohibits legislative committees and either house of the legislature from considering, reporting, or passing appropriation shell bills

Requires appropriation bills considered by conference committees to have previously been reviewed by both the senate and house standing committees on appropriations

Restricts conference committees on appropriation bills to resolving only matters of disagreement between the two houses, and prohibits adding new items, changing non-disagreed text, or exceeding the higher/lower amounts between versions

Requires conference committee reports on appropriation bills to include detailed analysis of differences with sponsoring legislator identification and record roll call votes for any changes that do not fully adopt either house version
