Creates a Michigan Tolling Authority within the state transportation department consisting of 5 members appointed by the governor for 4-year terms, each requiring at least 3 years of transportation industry experience.

Authorizes the state transportation department to designate toll vehicle roadways and lanes, charge tolls to registered vehicle owners, and set different toll rates for various vehicle types with authority approval.

Allows the Michigan Tolling Authority to set toll rates, establish enforcement procedures, issue bonds secured by toll revenues, and enter into contracts with other governmental entities for toll collection enforcement.

Empowers the secretary of state to refuse vehicle registration or registration transfers upon request from the Michigan Tolling Authority if a registered owner fails to pay tolls by the prescribed deadline.

Permits the Michigan Tolling Authority to establish toll exemptions and reduced rates for rented, leased, or stolen vehicles; police, fire, emergency, or military vehicles; and cases of economic need.
