Modifies comprehensive transportation fund distribution priorities to gradually increase state funding for public transportation operating grants from fiscal year 2025 onward.

For urbanized areas with population over 100,000: reduces grant requirement from up to 50% to not less than 40% of eligible operating expenses in FY 2025, then increases to not less than 50% in FY 2026 and thereafter.

For urbanized and nonurbanized areas with population 100,000 or less: reduces grant requirement from up to 60% to not less than 50% of eligible operating expenses in FY 2025, then increases to not less than 60% in FY 2026 and thereafter.

Clarifies terminology throughout the statute by replacing archaic language ("shall") with modern usage ("must") and changing references from "person/persons" to "individual/individuals."

Replaces outdated reference to the Nonprofit Street Railway Act with reference to the Tax Increment Financing Act as the source for street railway appropriations and revenue authority.
