Creates the Michigan Water Trust Fund in the state treasury to receive royalties from safe drinking water act enforcement and other sources, with funds invested by the state treasurer and remaining balances not lapsing to the general fund.

Limits expenditures to no more than 70% of annual fund revenues until the fund reaches $800,000,000 in principal, then maintains principal between $750,000,000 and $1,500,000,000.

Establishes a grant program administered by the Department of Environment, Great Lakes, and Energy to fund water infrastructure projects including assistance for low-income residential customers, bottled water during emergencies, lead service line replacement, private well testing, and wastewater system administration.

Creates the Michigan Water Trust Fund Board with the department director and six gubernatorial appointees with water infrastructure or management experience to review grant applications and recommend funding.

Requires annual reporting to the legislature on fund revenues, expenditures, investment performance, and accumulated interest beginning January 1, 2026.
