Requires licensees to pay a royalty of $0.25 per gallon of bottled water, with quarterly reports documenting total monthly water withdrawals submitted to the department.

Maintains existing permit requirements through December 31, 2025, including a $5,000 application fee for departmental determinations on large quantity withdrawals.

Exempts certain water uses from licensing requirements, including private well water, water utility services, incidental water sales, and agricultural or industrial uses; licenses are valid for 3 years and nontransferable.
